It would be a good idea to ..
Example 1
Question:
Below is a suggestion form to the Environmental Protection Club in your school. Give your opinion about ways to conserve the following resources:
n Energy
n Water
n Paper and other materials
Sample answer:
Ways to Conserve Resources
1. Energy
It would be a good idea to switch off electrical appliances of classrooms that are not in use. For example, lights, air-conditioners, and fans. Also, it is suggested that fans should be used instead of air-conditioners when the temperature is below 25 degrees Celsius. Or, we may open the windows for ventilation if it is not too hot.
2. Water
After washing their hands, students should make sure that no water is dripping or running down from the tap. This saves unnecessary water waste. Of course, students should never splash water in washrooms.
3. Paper and other materials
I recommend that students use single-sided paper for informal uses like making drafts. Also, students should not overuse paper towels after washing their hands. Or, if possible, students may use the hand dryers instead.
n Example 2
Question:
More and more students at your school are getting fat. Concerned about this situation, your school Principal is inviting ideas from students to help tackle the obesity problem. You decide to fill in a suggestion form, proposing three solutions.
Sample answer:
Suggestion form
I would like to make the following suggestions.
1. Banning unhealthy food from schools
Banning unhealthy food from school tuck shop is the first step in preventing obesity crisis among students. Junk food such as fried chicken wings and crisps leads to obesity because it is high in calories. Therefore, the tuck shop should stop selling them immediately.
2. Establishing a fitness club
Most students lack regular exercise because they prefer surging the internet to playing sports. To entice less sportive students to do exercise, I suggest setting up a fitness club which arranges various types of fat-burning classes, for example, cardio kick-boxing,aerobics, and high-temperature yoga.
3. Setting up a healthy food club
It would be a brilliant idea to set up a healthy food club which aims at promoting a healthy eating habit. To achieve this, it can hold seminars on food and nutrition and help design a healthy school lunch menu.

when it comes to
sentence structure for opening an article
1. 對立法
a)
When asked about.....
most/many/quite a few (people/students) say that....
People say/think/believe/answer that....
But other people regard/view/see/think of...as ...
I think/view quite/a bit differently.
eg. When asked about the biggest problem today, many people say that it is the serious energy crisis. They are afraid that the world will soon run out of oil and food. But other people hold optimistic views: they regard it as a natural result of technological development and believe it will be only solved with further advances in economy and technology.
b) When it comes to... [http://www.iciba.com/When_it_comes_to]
Some people think/believe that...
Others argue/claim that the opposite/reverse it true. There is probably some truth in both arguments/statements,
but......
eg. When it comes to international sports such as the Olympics Games and the World Cup soccer game, some people believe that it creates goodwill between the nations and that if countries play games together they will learn to live together. Others say that the opposite is true: that international contests encourage false national pride and lead to misunderstanding and hatred. There is probably some truth in both arguments, but in recent years the Olympics Games have done little to support the view that sports encourage international brotherhood.
2. 現象法
Recently, the rise in /phenomenon of/problem of....
has drawn/aroused/caused/
public/popular/grave/world-wide/wide/general
attention/concern.
....
eg. Recently, the alarm about the problem of the use of genetic technologies on human beings has caused wide public concern. With the nuclear crisis threatening the world and with so many other technological advances visibly damaging to the quality of life, who would wish to have scientists tampering with man's inner nature? Indeed, fear of such manipulation may arouse even more anxiety than fear of death.
3. 問題法
Should/what...............................?
Opinions of/Attitudes toward...................vary widely/greatly/from person to person.
Some think of /regards/view......................as.................
Others argue/believe/claim..................
eg. Should doctors ever lie to benefit their patients-to speed recovery or to conceal the approach of death? People's attitude toward the doctor's lie varies from person to person. SOme see important reasons to lie for the patient's own sake; others think that truthful information should not be denied or distorted. But in medicine as in law, government and other lines of work, the requirements of honesty often seem dwarfed by greater needs: the need to shelter from brutal news or to uphold a promise of secrecy; to expose corruption or to promote the public interest.

THere is a heated debate
There is + a/an+ (adj)+Noun+ preposition+noun phrase,例子有:There is a general discussion on the campus today over the phenomena of college or high school student’doing a part-time job.
而這個名詞加介詞詞組除了a discussion之外,可以是: a controversy over(有關… There was a (huge) controversy over the anti-discrimination law. 還有debate(辯論)和contention(爭論)。
There is a wide concern about the Chinese mainland tourists’behavior in the public area of Hong Kong. concern的形容詞配搭還有ongoing(持續的)。
There is a wide concern about the Chinese mainland tourists’ behavior in the public area of Hong Kong in the society,雖然這in the society有點多餘,因為從前文後理讀者也知道關注是存在「社會上」。

It dawned on me that...
When the day dawns, it happens slowly, --as darkness disappears and sunlight slowly pervades all around.
In the same way, when the meaning of some statement or some truth slowly becomes clear to you, you may say, "Then it dawned on me... that she was not my freind, she was cheating me, I am actually being tricked, !" etc.
