transition word: last vs last but not least

 We use “last” at the end of the series “first… second… third…” in giving reasons and points in sequential manner.

We use “last but not least” in a similar fashion to “above all”, the main purpose of which is to bring out what the writer thinks is an important point, though it is put at the end.

Note that there is no “last but not the least”.
